Parents are worried and so are schools, because 13% of children did not meet the “expected” level on half or more of the 17 early learning goals. Twenty-two percent of children eligible for Free School Meals were in this group.

We know that children who are not school ready at age 5 are five times as likely to end up being excluded by the end of primary school, three times more likely to be struggling with reading at 11, and four times more likely to be struggling with writing at 11.

We recognise that especially for vulnerable children being ready for the transition to secondary school can also prove difficult. There were 6,385 permanent exclusions from secondary school in 2016/17; up from 3,905 since in 2012/13.

These alarming statistics are only set to rise in the wake of Covid-19.
